FISIP UNDIP Strengthens Collaboration with the Grobogan Regency Government through a Memorandum of Understanding (MoU) and Cooperation Agreement (PKS)

Grobogan, April 20, 2026 – Diponegoro University (UNDIP) strengthened its institutional synergy with the Grobogan Regency Government through the signing of a Memorandum of Understanding (MoU) held as part of the First Quarter 2026 Coordination Meeting for Controlling Development Activity Implementation in Grobogan Regency. Concurrently, this collaboration was also operationalized at the faculty level through a Cooperation Agreement (PKS) between the Faculty of Social and Political Sciences (FISIP) UNDIP and the Grobogan Regency Government, and further strengthened at the scientific and technical implementation level by the Department of Public Administration through an academic and implementative cooperation scheme.

The signing of this cooperation marks the strengthening of the relationship between higher education institutions and local governments in the fields of governance, public policy, regional development, and institutional capacity building. At the university level, the MoU between UNDIP and the Grobogan Regency Government serves as an umbrella for strategic cooperation covering the implementation of the Tri Dharma of Higher Education, human resource development, policy assistance, research, and community service. Furthermore, at the faculty level, the PKS between FISIP UNDIP and the Grobogan Regency Government serves as an operational instrument to translate the scope of this cooperation into more concrete programs, particularly in the fields of social affairs, politics, governance, and public administration.

Within this framework, the Department of Public Administration of FISIP UNDIP plays a substantive role as the scientific steward and academic implementer. At the departmental level, the cooperation is directed to strengthen the follow-up to the MoU and PKS through the formulation of applicative collaborative agendas, including policy studies, governance assistance, apparatus training, student internships, collaborative research, and community service. This role is carried out in an integrated manner by the Undergraduate, Master’s, and Doctoral Study Programs in Public Administration, according to their respective academic capacities.

  • The S1 Public Administration Study Program plays a role in strengthening applied learning, internships, field practices, and student involvement in regional development agendas.
  • The S2 Public Administration Study Program contributes to the development of policy studies, apparatus capacity building, and the formulation of recommendations based on academic analysis.
  • Meanwhile, the S3 Public Administration Study Program takes a position in the development of strategic ideas, advanced research, and the formulation of more innovative and evidence-based governance and public policy models.

Thus, this cooperation does not stop at the ceremonial aspect but is directed towards becoming a sustainable and impactful institutional collaboration.

The Dean of FISIP UNDIP, Dr. Drs. Teguh Yuwono, M.Pol.Admin, stated that this collaboration is an important step in strengthening the role of higher education as a strategic partner for local governments. According to him, the cooperation between UNDIP, FISIP, and the Grobogan Regency Government must be able to produce tangible contributions in strengthening governance, improving the quality of public services, and formulating policies that are more responsive to community needs. He emphasized that FISIP UNDIP is ready to provide academic support, expertise, and intellectual resources to support sustainable regional development agendas.

The presence of these stakeholders demonstrates a shared commitment to building a productive partnership between local government and higher education institutions.

Through this strengthened cooperation, UNDIP and the Grobogan Regency Government are expected to build a more systematic collaborative ecosystem, starting from the strategic policy level at the university, the institutional implementation level at the faculty, to the operational-academic level at the department and study program levels. For FISIP UNDIP, particularly the Department of Public Administration, this cooperation serves as an important space to present public administration science in a more contextual, applicative, and relevant manner to regional development needs.

At the same time, the Grobogan Regency Government gains support from an academic partner with capacity in policy development, governance strengthening, and improving the quality of human resources for its apparatus. With the foundation of the MoU and PKS that have been established, both parties are expected to follow up on this cooperation through measurable, sustainable programs that provide direct benefits to the community.
